I have seen a few cutlass's with rust around the wheel well and i was wondering is it hard to fix. Espically if its in between the door and the wheel well

That is a notorious area for rust on these cars, if you have a welder and patch panels then yes it's not to much of an issue to fix. Aftermarket replacement panels are cheep and abundant.
The only other solution if you don't have a welder is to treat the rust with rust reformer and coat with POR 15 after the rust has been eliminated. Then go back and patch the panels with fiberglass, bondo smooth and repaint.Lightning Rods repair service:CLICK HERE
