Is a Vin Y carb and a Vin 9 carb the same? If not whats the differeance? Thanks

They're not, different jetting and idle settings for fuel economy and performace, each is properly tuned to their respective engine and cam. If you're having problems send it out to a professional for a proper rebuild.
I dont recommend touching it yourself or slapping and aftermarket carb on to solve any problems.
Qjets are very good carbs when properly maintained and GM designed the 307 in 86-90 to be the front runner of carburated engines for fuel economy and performance.
